10,000 NPCs were placed outside it. Background. Atmosphere. Crowd. Filler. Nobody told them the NPC Universe had edges. Nobody told them what lived on the other side.
This is not their origin story. Their origin story already happened in the crowd scene. This is what comes next. The war over who controls the NPC Universe -- who gets to decide what's visible, what's documented, and what disappears.
The Backgrounders chose Law 2. The Establishment chose to rewrite Law 1. Neither is wrong. That's what makes the war inevitable.
The NPC Universe is divided into three operational territories. Understanding the zones is understanding the war.
Two factions. Same origin. Same crowd scene. Same moment of realization that the game had rules nobody told them about. Completely opposite conclusions about what to do next.
